I bought some refrigerated rice noodles labeled as “Pad Thai noodles”, but the package still says to soak for 10 minutes. I’m assuming these aren’t actually “fresh” noodles, but an in between of dried and fresh. How are these different from dried noodles?

I thought these were fresh noodles because they were in the refrigerated aisle, but upon further inspection I don’t think they are a true fresh noodle. They are still a bit rigid and the package says they need to be soaked. I guess my question is what is the point of these noodles if you have to soak them just like dried ones? What do you guys use when making pad thai?
