Slurry not dissolving / working

I was preparing a gravy tonight and as usual I had problems with using a slurry. Recipe called for ¼ cup water and 3 tablespoons corn starch. I whisked the crap out of it cause it tends to not dissolve 100%, then poured into my heavy boiling broth. Upon pouring, I could see it still had not dissolved completely as there were tiny blobs of corn starch left in the bowl. Stirred as it boiled for several minutes. It did not thicken my broth at all. The water I mix it with is cold, and the broth was definitely hot enough, so I don’t know what I’m doing wrong. Could old starch he an issue? Please help 😔
