What causes worms in meat?

I am trying to figure out what would have caused this situation in a restaurant run by my friend.

Frozen chicken meat was thawed and skewered on to a shawarma stand. It was also seasoned. Within a few hours worms started dropping along with the drippings of the meat. Here are some pictures: https://imgur.com/a/faGkD26

What could have caused this? Can frozen meat harbor such worms? Should we inspect the facility for insects that could be laying eggs in the meat? Or could it be the seasoning being contaminated?
