Braising beef shanks: How salty should the braising liquid be at the start?

I am braising beef shanks in a soy-sauce based braising liquid for 2-3 hours. At the start, it tastes very salty. I've added sugar to try to balance that out. For some reason, the (light) soy sauce brand I'm using is very salty, even in small amounts.
