How do I clean my stainless steel skillet?

I accidentally burnt some butter on my skillet, created what seems to be a brown burnt coating over half my pan.

I boiled water and vinegar and let it simmer for 30 min.

I used like 3 rounds of baking soda and water, and baking soda and hot water. and just baking soda paste.

some came off, not enough. baking soda doesn't seem to do the job anymore. it just doesn't work on the remaining stains.

I can't get bar keepers friend, and my place don't seem to have a similar product.

what else can I do? nothing seems to work.

I've read that some people use a dishwasher pod/tablet or laundry powder with hot water, is that safe to do?

Can I use a degreaser? or an oven cleaner?

any tips for some effective method I am not aware of would be greatly appreciated!
