Tails on or off?

Should restaurants be serving shrimp with the tails on or off in pasta, stir-fry's or sautéed dishes? Why or why not? Personally I thinks its a pain in the a** using a fork and knive to remove the tail, often loosing a bite of shrimp in the process. (Unless, of course it's shrimp cocktail or peel and eat.)
