why do places serving birria tacos just serve boiled meat in a corn tortilla?

I have been to two Latin restaurants that had tacos birrias on the menu. I was excited both times and ordered it expecting the tacos you see on the internet, meat braised in the pepper consume and a shell dipped in the sauce and cooked on a griddle with the meat and cheese until crispy. Instead I have gotten bland corn tortillas with boiled meat in them with hardly any flavor. Does birria mean different things in different places?
