Discoloration on the bottom of Concord steamer pot. Is this safe?

We had relatives visiting us this weekend and we now have this discoloration at the bottom of a Concord steamer pot.

We're not entirely sure what is it. We see white flecks as well. Is this still safe to use? We put water at the bottom of this pot and some steamer racks / levels on top of it in order to steam things like dumplings, vegetables, etc.

How would we go about cleaning this?
