Dough rue

Me and my husband keep trying to make a Rue for homemade Mac and cheese. Unfortunately despite doing equal parts flour and butter, whenever we add the flower it turns into a dough. At first we thought it just needed the liquid, so we continued and added the milk but it was separated and no matter how much we mixed it together it would not combine and was chunky liquid with butter greese on top. This is our second attempt, what are we doing wrong
