When making stews with meat and other ingredients, how much water is actually needed or suggested? Fully covering necessary?

Say, a beef chuck and potato, or radish, etc. stew. How much water should I add?

Do you need to completely cover the ingredients? Or can I fill up the pot to around half the full height of the ingredients?

Would the moist heat/steam (?) cook the ingredients above the water level as well?

If I don't have enough water to fully cover the potatoes, would they still cook through?

Edit: removed bit on instant pot. I'd simply like to know if not covering potatoes, radish, carrots, etc fully with water will cook them well in a pot. Say, 1/3rd the way up. Thanks
