  • Chief Justice John Roberts reiterated the supreme court's "status as an independent branch" while speaking about ethics. 
  • He also said he was "considering" steps for justices to "adhere to the highest standards of conduct."
  • The comments come after the ethics of the court were called into question by Congress.

Chief Justice John Roberts said Tuesday during a public address that the court doesn't need other branches of government to patrol its ethics, but acknowledged that he was "committed" to making sure justices followed high standards of conduct. 

Roberts, who spoke Tuesday night at the American Law Institute's annual dinner, also said the court is "considering" ways for justices to "adhere to the highest standards of conduct" — but didn't offer specifics on what changes might be in the works.

"I want to assure people that I am committed to making certain that we as a court adhere to the highest standards of conduct," Roberts said. "We are continuing to look at things we can do to give practical effect to that commitment. And I am confident there are ways to do that that are consistent with our status as an independent branch of government under the Constitution's separation of powers."

The comments come after public confidence in the Supreme Court reached a historic low and after multiple reports called into question the ethics of the justices. Justice Clarence Thomas took lavish secret vacations on a private jet and superyacht paid for by GOP megadonor Harlan Crow for years without disclosing them. It was later revealed that Thomas sold his childhood home to Crow, again failing to disclose the sale.

Insider's Mattathias Schwartz also reported that the Roberts wife made millions as a legal recruiter for law firms, according to a whistleblower who worked with her.

However, the court has refrained from publicly adopting a code of ethics, saying instead they would adhere to a general code of conduct in a letter to Congress, which has tried to reign in its power in recent months.

The letter, signed by all nine justices, raised concerns about "threats" to the safety of justices — a point repeated by Roberts during his Tuesday speech. 

"Judges heckled and shouted down at law school. Protesters outside the homes of Justices to the extent that martial protection is needed 24/7," Roberts said.

"The hardest decision I had to make was whether to erect fences and barricades around the Supreme Court," he added,  in reference to the barriers erected after a draft opinion on the court's decision to overturn Roe v. Wade was leaked to the press.

Experts previously told Insider that recent controversies would lead to internal policing and behavioral changes within the Supreme Court.

A spokesperson for the Supreme Court did not immediately respond to Insider's request for comment.

Cookies That Taste Good Frozen (Ice Cream Sandwiches)

I want to make ice cream sandwiches: two cookies with ice cream in between. Is there some trick to making cookies that are edible right out of the freezer? Are all cookies edible when frozen? I have grabbed said sandwiches from grocery store freezers before but never stopped to think how the cookies were still soft and chewy.

World's richest person Bernard Arnault's wealth drops by $11 billion — meaning Elon Musk is once again closer to the top spot

Bernard Arnault, the world's richest person, saw $11.2 billion wiped off his fortune on Tuesday, narrowing his lead over Elon Musk, according to the Bloomberg Billionaires Index.

The retail tycoon — now worth $192 billion — has a $12 billion lead over Musk's $180 billion fortune, narrowing from $21 billion on Monday, per Bloomberg.

Arnault's net worth was hit by a market rout in the luxury sector over fears that US spending would be slowing amid economic uncertainties.

The uncertainty sent the shares of LVMH Moët Hennessy Louis Vuitton, or LVMH — where Arnault is the chairman, and CEO — tumbling 5% lower to 834.2 euros, or $900, on Tuesday.

The Frenchman derives his wealth from a 97.5% stake in the luxury fashion brand Christian Dior holding company that controls 41.4% of LVMH.

Even after the one-day rout, Arnault's is still up by nearly $30 billion this year so far, per Bloomberg.

He has seen his wealth soar this year as LVMH's share prices surged on expectations that China's economic reopening after nearly three years of strict COVID-19 restrictions will lead to a robust demand for luxury goods.

In April, LVMH became the first European company ever to cross $500 billion in market valuation.

Arnault also became the third person ever— after Tesla CEO Elon Musk and Jeff Bezos, the founder of Amazon — to top $200 billion in net worth in the same month.

LVMH shares are about 23% higher so far this year. 

LVMH did not immediately respond to an Insider's request for comment sent outside regular business hours.

Best way to keep risotto warm? For like 5-10 min

So I'm gonna be making risotto for a date tomorrow and wanted to know what is the best way to keep it warm once it is done? I'm gonna have to let my date into the apartment, which will take like 5-10 minutes.

Can I plate it and throw it in the oven at like 150F? I'd rather not make it once she's already at my place because we need to eat and bounce for a movie in like 30 min

Texas Attorney General Ken Paxton accused the Texas state House Speaker of being drunk during a vote and called for his resignation, while Speaker Dade Phelan is calling the move political, amid a deepening intraparty feud.

During a late-night vote last Friday, Phelan, a Republican, appeared impaired and slurred his words at the tail end of a 14-hour session, per a video.

Paxton and other intraparty rivals of Phelan boosted a video of the incident over the weekend.

By Tuesday, Paxton publicly called on Phelan to resign.

"After much consideration, it is with profound disappointment that I call on Speaker Dade Phelan to resign at the end of this legislative session," Paxton said in a statement on Twitter. "His conduct has negatively impacted the legislative process and constitutes a failure to live up to his duty to the public."

According to the Tribune, an unnamed advocacy group also used the clip of Phelan for damaging campaign material, sending the video to journalists en masse, calling Phelan "Drunk Dade."

 

 

But Dade's office maintained that the campaign launched by Paxton and other GOP legislators in Texas was politically motivated.

According to KXAN, some of the ultra-conservative GOP legislators who spoke out against Phelan over the weekend often clash heads with him for appointing Democrats to committees in the legislature.

Political consultant Derek Ryan tweeted that the legislature had sat through a 14-hour session last Friday and blamed Phelan's speech on "exhaustion."

In a statement sent to Insider, Phelan's office noted an upcoming Wednesday state House committee hearing that is centered on Paxton's dealings, related to four former aides-turned-whistleblowers who filed a lawsuit against the AG. Phelan's office did not address whether Dade was intoxicated in the video from last Friday.

In 2020, Paxton's former staff alleged that Paxton had abused his office and committed bribery, and two were fired while the other two were placed on leave after doing so. Paxton has denied the allegations.

In February 2023, Paxton's office announced a $3.3 million settlement with the four whistleblowers and authorized taxpayer dollars to pay for it, according to the Texas Tribune.

Legislators, including Dade, have been reluctant to authorize taxpayer funds for the settlement, the Texas Tribune reported in March. On Tuesday, his office told Insider that Paxton's office was subpoenaed in relation to the whistleblower investigation.

"The motives for and timing behind Paxton's statement today couldn't be more evident," Dade's office said in the statement. "Mr. Paxton's statement today amounts to little more than a last-ditch effort to save face."

Ukrainian soldiers on the front lines have been rationing their mortar shells as Russian troops outgun them with 10 times more artillery: report

Ukrainian troops in the Donbas region were dramatically outgunned by Russian soldiers in the contested battle over Bakhmut.

Facing a dire ammunition shortage, The New Yorker reported from the trenches outside of Bakhmut in mid-March that the Ukrainians were being forced to ration their mortar shells — limiting them to just five per day, down from about 300 during earlier fighting in Kherson, when supplies were readily available.

Meanwhile, a Ukrianian lieutenant colonel known as Pavlo told the outlet, the Russian military used approximately ten times that rate. 

The scarcity at the battle's front lines paints a dire image of conditions for the weary infantry soldiers as Ukraine prepares for a spring counteroffensive.

The infantry brigade profiled in the piece was crucial in preventing Russian troops from completely taking over Bakhmut in the past several weeks, allowing the area's southern road to be "used to reinforce and resupply Ukrainian units in the city," pointed out Rob Lee, a US expert on Russia's military and a senior fellow at the Foreign Policy Research Institute.

Russia claims it has fully overtaken the besieged eastern Ukrainian city of Bakhmut, while Ukrainian President Volodymyr Zelenskyy denies that Russia has full control over the city at the front lines of the invasion.

Russian troops and the for-hire soldiers from the Wagner Group have also reported ammunition and supply shortages.

Representatives for Ukraine's Ministry of Defense did not immediately respond to Insider's request for comment.
