Help with how to make local restaurant's cold shrimp dish

A restaurant local to Oklahoma and Kansas called Restock Canyon Grill has a cold shrimp appetizer called Millionaire Shrimp. Picture I need to figure out what kind/size shrimp to use how to prepare the shrimp so I get the same texture. They are about the 3 inches long and about an inch wide, they barely curl, served cold like a shrimp cocktail but the texture is super smooth, no weird "burst" when you bite into it and super tender, no fishy flavor at all. They serve it with lime, tiny pieces of red bell pepper and a white whole grain mustard sauce over the top. How do I get this texture? And what kind/size of shrimp do I buy?
