How do I make chewier candied orange peels?

I’ve been making candied orange peels using this recipe:

The candies end up pretty dry, hard and brittle. Is there a way to make them chewy and gummy-like?

Also, can the leftover syrup be reused to make more candied peels by adding in the hot water?
