Breading process question

All of a sudden our croquettes are popping before they’re even fully browned. Apparently they’re using ONLY finely ground panko to bread the beschemel.

They swear up and down this is how it’s always been, but is it even possible to bread something like croquettes without flour and egg? Makes no sense to me.
