Question about Pressure cooking potatoes

I was reading this post about pressure cooking potatoes, because I just got an instant pot and wanted to do mine it it.

The comments say you need to cover the potatoes with water. Question: why is it better to cover them instead of just pouring a little water in and letting them steam?
