What can I use to strain hydrophobic spices from liquid?

I want to make tea using stuff like cayenne powder, ginger, nutmeg, etc, but I know that stuff doesn't dissolve in water. A tea infuser looks like the holes might be too big. Will a disposable coffee filter work without sacrificing flavor? Also, no, I don't have the option to use fresh ingredients, I can only use the spices.
